An image has no second page to flow onto, so a height necessarily bounds the capture: setting one turns WebPageFixedSize on and the image is cropped to it. Assign WebPageFixedSize after the height to opt back out. This is why a height behaves differently here than on the pdf converters, where the content can paginate instead and the height only sizes the viewport until WebPageFixedSize says otherwise.
